What is Recreation?
Recreation is defined as “all activities chosen by a person or group to make leisure time more enjoyable and satisfying” (National Recreation Policy Statement)
Arts and culture, sports, fairs and festivals, hiking, self improvement courses, hunting and fishing, gardening, museums, are all examples of recreation. The main goal of public recreation services is to further the growth and development of the community and individuals.
Our Mission Statement
Peguis Recreation & Leisure strives to provide quality recreational and leisure experiences for our community. The programs we offer are updated and changed on a regular basis, to best reflect the needs and desires of our people.
Peguis Recreation strives to provide a variety of recreational and sporting opportunities for the community and surrounding area that meets the artistic, cultural, physical and social needs. We strongly believe recreational programming should meet the needs of all ages, both genders, provides the broadest possible range of opportunities that is accessible and affordable.
The recreational facilities that are currently available include the Edgar Memorial Park, Peguis Treaty Grounds, Peguis Recreation Centre, and an Outdoor Rink. The Peguis Gaming Commission manages the Recreation department and facilities in the community. The total population that the recreation department is catering to is approximately 2,500 residents.

What is a Recreation Director?
Directors of recreation and parks develop and manage comprehensive recreation programs in parks, playgrounds, and other settings. Directors usually serve as technical advisors to local recreation and park commissions and may be responsible for recreation and park budgets. Responsibilities include:
- Plan, organize, manage, and evaluate the operations and delivery of recreation programs.
- Apply policies, procedures, regulations, and applicable legislation.
- Develop, implement, and monitor recreation policies and directives.
- Amend Program Constitutions for the Managers approval.
- Advise on the application of recreation program guidelines.
- Monitor and evaluate recreation programs.
- Liaise with recreation officers who are appointed to manage the delivery of recreation programs.
- Liaise with personnel to coordinate recreation activities.
- Act as the Executive Director of the Recreation Council.
- Prepare surveys, and recommend appropriate action.
- Oversee the preparation and submission of minutes for activity groups and recreation council meetings.
- Prepare agendas for Recreation Council meetings.
- Work with or as the authorized agent to solicit for grants and sponsorship opportunities.
- Authorize and administer financial transactions/commitments and manage assets.
- Oversee budgets for activity groups.
- Provide budgetary guidelines for activity leaders.
- Prepare an annual operating budget summary for all recreation programs.
- Recommend funding for recreation programs to the Manager.
- Recommend Capital Expenditure Plan submissions for recreational activities.
- Arrange for the use of mobile support equipment and facilities in approved activities.
- Recommend facility upgrades, designs, and requirements.
- Research external providers of similar programs and services, to develop new and effective practices.
- Communicate information among administration, activity groups, clubs, population, and individual participants.
- Inspect equipment and facilities, and initiate corrective action.
- Ensure safety and control procedures and regulations are being observed.
- Comply with the requirements of the health and safety programs.
Who is the Recreation Director?
Stuart Manningway has always been involved in sports and recreation. He has played hockey, softball, and other leisure activities such as floor hockey, and Jiu-Jitsu. He credits his involvement in sports and recreation to leading a healthy and positive lifestyle. His qualifications include:
- Arena / Curling Rink Operations Level II - 2008
- Bachelor’s Degree Tourism & Recreation Management - 2004
- Diploma in Recreation & Leisure Services Management - 2002
- Numerous certificates such as Conflict Resolution & Negotiation Skills, First Aid, Hockey, Softball, Track & Field, Learn to Skate, etc.
- Actively involved in volunteering for youth development/coaching since 1998
- Actively involved in volunteering in various community events/activities since 1998
What is a Recreation Coordinator?
A Recreation Coordinator helps to develop and manage comprehensive recreation programs in parks, playgrounds, and other settings. Coordinators usually serve as program leaders to local recreation and park commissions and may be responsible for programs and special events. Responsibilities include:

Who is the Recreation Coordinator?
Adrienne Manningway has always been involved in sports and recreation. She has played hockey, softball, and other leisure activities such as volleyball, and photography. She credits her involvement in sports and recreation to leading a healthy and positive lifestyle. She is a positive role model and strong advocate for female sports and activities. Her qualifications include:

- Actively involved in volunteering in various community events/activities since 1997
When we began working full time with the recreation department (Sept. 2005) we immediately identified and faced the following issues and concerns:
- Unclear vision or mission for recreation
- No set policies and procedures for recreation, it’s programs, activities and facilities
- No recorded expenditures or annual budget to work with
- Lack of program planning and evaluation
- Lack of support from community
- Uncertainty of what the community wants
- Lack of communication between recreation and the community
- Lack of communication between departments of programming and activities.
- We do not have a budget, so difficult to purchase items, equipment, repair facility, access grant funds, implement programs and activities.
- We do not have the financial or human resources to provide programming and activities demanded. Volunteering is a big concern, activities and events often do not happen.
- Off reserve athletes and local community groups are seeking funding and support.
- Ageing and decaying building. Heating, electrical and mold issues need to be addressed.
Despite these challenges we have increased and enhanced the amount of activities, special events and programs in our community. We have focused on the youth and children, but we strived to reach all ages and interests.
We successfully established and developed the condemned old school facility as an active recreational and training facility, co-hosted the MIWG, including initiating numerous events and activities. We are very flexible in our working environment that often requires more than the average 40 hours per week and out of normal office hours.
In summary, our vision for recreation in Peguis First Nation includes ensuring that:
- Pursuing an annual budget to allow the recreation department to become more efficient and consistent with programming and upgrading facilities.
- Recreational opportunities will be provided for a full range of age and user groups.
- The community is adequately serviced with a recreational system that meets the demands and needs of our people.
- The development of management plans will be prepared with consideration of community consultation.
- Annual meetings/reports will be held to create more involvement, contributions, sense of ownership, and support from the community.
- A continuation of needs assessments to assist us in providing more diverse programs, events, and facilities.
- Annual planning, evaluations, and goal setting will create awareness of our purpose, and direction.
Since the fall of 2007 the Recreation Centre has been operating regular office hours:
Monday – Friday between 9:00am -5:00pm. The programs that we currently manage / assist include:

- Peguis Minor Hockey

- Facility Rental, special occasions, birthdays, fundraisers, etc.
The projects and programs that we strive to offer include:
- Retro-Fit Recreation Centre
- Lease available space
- Have Recreation Centre accessible on evenings and weekends
- Wheels in Motion Program
- Offer a variety of Summer Activities
- Host annual Remembrance Day Service
- Host MISG / MIWG
- Manage a Volunteer Program
- Implement an Elder’s Program
- Develop JackPine Hill
- Offer Seasonal Camps for our children & youth
- Host a variety of Tournaments: Softball, Hockey, etc.
- Establish and manage a Fitness Centre & programs
- Provide consistent program evaluations
- Maintain and operate a Recreation Budget
- Operate / maintain own website
- Enhance and build new community recreational facilities: Skatepark, trails, parks etc.
